Many European politicians argue that since technological development is needed to solve the climate problem, the EU should take the lead and set tougher emission targets than what is required by the Kyoto protocol. Moreover, emission trading with other countries outside EU should be limited so as to keep emission quota prices high. However, the policy of spurring R&D by setting high emission taxes today is not suggested by the literature on climate change and R&D. In this paper we investigate this result further by modeling innovation activity explicitly. In our model both the amount of R&D and the amount of CO2 abatement are decided in a decentralized way by the market as a response to an emission tax. Moreover, we introduce three distinct failures in the market for new innovations; monopolistic pricing behavior, insufficient patent protection and dynamic knowledge spillovers. Our findings suggest that governments should under some circumstances set a higher carbon tax today if we have technological change driven by R&D than if we have pure exogenous technological change. Based on numerical simulations these circumstances are i) "a standing on shoulders" type of externality in R&D or ii) weak patent protection.

Increasing energy efficiency and savings will play a key role in the achievement of the climate and energy targets in the European Union (EU). To meet the EU's objectives for greenhouse gas emission reductions, renewable energy use and energy efficiency improvements, its member states have implemented and will design and implement various energy policies. This paper reviews a range of scientific articles on the topic of policy instruments for energy efficiency and savings and evaluates the strengths and weaknesses of different measures. The review demonstrates the variety of possible instruments and points to the complex policy environment, in which not a single instrument can meet the respective energy efficiency targets, but which requires a combination of multiple instruments. Therefore, the paper in particular focuses on assessing potential interactions between combinations of energy efficiency policies, i.e. the extent to which the different instruments counteract or support one another. So far, the literature on energy efficiency policy has paid only limited attention to the effect of interacting policies. This paper reviews and analyses interaction effects thus far identified with respect to factors that determine the interaction. There are considerable benefits from cooperating among member states on meeting the 2020 renewable energy sources (RES) targets. Today countries are supporting investments in renewable energy by many different types of support schemes and with different levels of support. The EU has opened for cooperation mechanisms such as joint support schemes for promoting renewable energy to meet the 2020 targets. The potential coordination benefits, with more efficient localisation and composition of renewable investment, can be achieved by creating new areas/sub-segments of renewable technologies where support costs are shared and credits are transferred between countries. Countries that are not coordinating support for renewable energy might induce inefficient investment in new capacity that would have been more beneficial elsewhere and still have provided the same contribution to meeting the 2020 RES targets. Furthermore, countries might find themselves competing for investment in a market with limited capital available. In both cases, the cost-efficiency of the renewable support policies is reduced compared to a coordinated solution. Barriers for joint support such as network regulation regarding connection of new capacity to the electricity grid and cost sharing rules for electricity transmission expansion are examined and examples given. The influence of additional renewable capacity on domestic/regional power market prices can be a barrier. The market will be influenced by for example an expansion of the wind capacity resulting in lower prices, which will affect existing conventional producers. This development will be opposed by conventional producers, whereas consumers will support such a strategy. A major barrier is the timing of RES targets and the uncertainty regarding future targets. We illustrate the importance of different assumptions on future targets and the implied value of RES credits. The effect on the credit price for 2020 is presented in an exemplary case study of 200MW wind capacity.

The European Union is pushing to achieve a sustainable, competitive and secure energy supply in Europe. This has translated into significant long-term renewable energy targets towards 2050, and the ambition to improve the European grid. A large share of this development is expected to occur in the North Sea. This paper investigates which transmission architecture is the most beneficial to integrate large shares of renewable energy in the North Sea region, and the consequences of the planning horizon when planning such a system towards 2050 are analysed. This is achieved by performing investment optimisation of generation and transmission for different scenarios. It is found that: 1) an integrated offshore grid configuration planned over a long planning horizon leads to cost minimization; 2) the grid topology is not likely to influence the penetration of variable renewable energy, but it will affect the contribution of each variable renewable energy type and the system costs; and 3) not taking the future into account when developing the energy system is likely to lead to a more expensive system. These results remark the importance of long-term planning horizon for energy systems and grid expansion and calls for a political focus on planning and international cooperation.

The energy policy of the European Union (EU) aims to unify energy markets of the Member States and facilitate a safe and sustainable transition to renewable energy. The development of offshore wind energy (OWE) in the Baltic Sea Region (BSR), along with the construction of a meshed grid, can contribute significantly to renewable energy production and enhance interconnections between BSR countries. The BSR has great potential to become a major hub for wind energy production but faces significant barriers to integrating regional markets, including asynchronous power systems and energy isolation. The following report was developed within the scope of Baltic InteGrid (Integrated Baltic Offshore Wind Electricity Grid Development), an interdisciplinary Interreg research project bringing together experts from Member States present in the BSR to coordinate the implementation of these policy objectives. The goal of the Baltic InteGrid project is to track current regional, national, and European energy developments and propose recommendations to optimise regulatory frameworks. The report examines policy and regulatory frameworks relevant to the development of OWE and grid infrastructure in the BSR. It also identifies barriers to this development, which will be addressed in greater detail in future Baltic InteGrid research.
